Section 508 is a part of the U.S. Rehabilitation Act of 1973. It requires that electronic and information technology developed, procured, maintained, or used by the Federal government be accessible to people with disabilities. It was added to the Rehabilitation Act in 1986, and was amended to strengthen its requirements in 1998.
Under Section 508, when government agencies develop, procure, maintain, or use electronic and information technology, they must ensure that it is accessible to people with disabilities unless doing so would pose an undue burden. Accessibility can be directly supported by an information technology product or system or it can be supported by allowing a user to interact with the product or system using assistive technology.
The Voluntary Product Accessibility Template (VPAT)
The Information Technology Industry (ITI) Council worked with the U.S. General Services Administration (GSA) to create a tool called the Voluntary Product Accessibility Template (VPAT) that government contracting and procurement officials can use to identify commercial products that comply with Section 508 regulations.
